Operation DWI and Operation
Buckle Down Programs
The ODWI and
OBD programs have been coordinated statewide enforcement efforts
since 1994. Based on national and local research, these programs
are proven effective in influencing behavior. According to the
University of New Mexico, Division of Government Research (DGR),
from 1990 to 2003, New Mexico's alcohol-involved fatal crash
rate has declined 31 percent. The DGR also reports that in 2004,
the State's seat belt use rate reached an all-time high of 89.7
percent. Outreach efforts with the ODWI/OBD programs include
sobriety checkpoints, saturation patrols, directed enforcement,
and public education. With the help of New Mexico law enforcement
personnel, Safer tracks the numbers of DWI arrests, the numbers
of seat belt and child restraint violations, and the numbers
of other arrests made as a result of these enforcement efforts.
Safer, on behalf of the TSB of the NMDOT (NMDOT), coordinates
both of these programs.
