Law Enforcement Division Since 1993, Safer has had the unique opportunity to work with New Mexico law enforcement agencies to promote the ODWI program and in 1994 the OBD program. Law enforcement agencies (including municipal, county, and tribal agencies), and each of the 12 New Mexico State Police Districts participate in the ODWI/OBD programs each year. Safer provides law enforcement agencies with an infrastructure capable of maintaining crucial communication, quality control, and information sharing. Serving as the centralized hub for law enforcement agencies, Safer has established consistency and stability among statewide agencies. Due to funding provided through the NMDOT, TSB, Safer serves as a managing partner in coordinating innovative programs to increase occupant protection and decrease injuries and deaths.
