Law Enforcement Liaisons

Jim Allison, Law Enforcement Liaison Administrator, has been with Safer since 1993. He is a twenty-three year veteran of the New Mexico State Police, having retired as a Captain. Jim has experience managing the activities of law enforcement and civilian personnel; supervising the operational and administrative functions of a five-county district; and implementing innovative public safety and education programs. He is also proficient in preparing and managing budgets in excess of seven million dollars. Jim is responsible for coordinating and negotiating contracts with police agencies participating in ODWI and Operation Buckle Down, ensuring that each agency accomplishes tasks as negotiated. Jim conducts statewide seat belt surveys, which are ultimately used to determine the use-rate in New Mexico. Additionally, Jim is a skilled, certified instructor through the New Mexico Department of Public Safety Law Enforcement Academy and is certified by Safe Kids Worldwide to teach the NHTSA Standardized Child Passenger Safety (CPS) Technician and Operation Kids curricula. He also serves as a CPS senior technician and participates in car seat inspection events around the State.

Leon Warren, Law Enforcement Liaison Special Projects Coordinator, is a twenty-two year veteran of the New Mexico State Police, having retired as a Captain/District Commander. He has been a certified instructor through the New Mexico Department of Public Safety Law Enforcement Academy since 1984. Leon has experience managing the activities of law enforcement and civilian personnel; supervising the operational and administrative functions of a district; and coordinating activities with other state, county, city, and federal agencies. He is also experienced in preparing and managing budgets. Leon is responsible for coordinating and negotiating contracts with police agencies participating in ODWI and Operation Buckle Down, ensuring that each agency accomplishes tasks as negotiated. Leon conducts statewide seat belt surveys, which are ultimately used to determine the use-rate in New Mexico. Leon is also a certified CPS technician.

Lanny Maddox, Ph.D., Law Enforcement Liaison Training Facilitator, joined Safer after a thirty-three year career in local and federal law enforcement. Lanny has earned a Bachelor of Science degree in Criminal Justice and a Ph.D. in Criminal Justice Administration. His education also includes graduating from the 176th Session of the FBI National Academy in Quantico, Virginia and the FBI Law Enforcement Executive Development Southwest Command College. He has been a certified instructor with the New Mexico Department of Public Safety Law Enforcement Academy since 1986 and belongs to the American Society of Law Enforcement Trainers. Lanny holds a New Mexico Executive Level Law Enforcement Certification. He serves as the current President and an Executive Board Member of the New Mexico Association of Chiefs of Police, and has also been a member of the International Association of Chiefs of Police since 1994. Through his numerous associations, Lanny enjoys the opportunities to travel and stay involved in significant law enforcement issues throughout the United States. Lanny is also a certified CPS technician.
